I can't see the problem.
It's only a parking bay.
I can't see anyone being bothered by Martin Clunes parking in a safe place.

You can get a Section 59 warning from the police for anything to do with anti-social behaviour while in a car.
Just like in the street, if you go around upsetting people, you will get a minimum of a warning about the behaviour.
