Flashing Cycle Lights

What is it with people who ride bikes with very bright flashing lights.
These lights can be like lasers and really blinding as you approach them.
I always thought that flashing lights were illegal if attached to the bike but apparently not now.
They are so annoying.

I can be a right old clown when I want but I have far too much respect for other people when it comes to driving. I wouldn't inconvenience others so I don't expect them to inconvenience me. In a residential area its only natural for the residents to want to park outside their door. Its not their bit...
