There was a case where someone got a section 59 warning for having a faulty exhaust. It would depend on the degree of the fault surely. If it was so bad then get it off the road. The organisers of the event should have known that the cars would take off at that point.
The drivers should be aware of things like this I know but come on, its as if the race was set up to have such an accident happen.

Here is an accident and a half. A 20 year old woman was involved in this incident. Just how she could have survived this is a miracle.
